Sector for Payments in Agriculture consists of the following internal organizational units:

a) Direct Payments Division

SCOPE:

1. Organizing implementation and application of agricultural policy measures for direct payments in agriculture and fisheries;
2. Implementation of specific regulations in the field of direct payments in primary agricultural production and fisheries;
3. Participation in the development of procedures and guidelines for submission and processing of requests for support within the competence of the Division;
4. Receiving, recording and processing of requests for direct payments;
5. Implementation of procedures related to completing requests and approving procedures;
6. Carrying out administrative control, data entry and processing, checking processed requests delivered by cantonal ministries;
7. Supervision over administrative control carried out in cantonal bodies;
8. Preparation of payment orders and payment approvals;
9. Following up on the implementation of proposed measures for direct payment support;
10. Establishment, maintenance and updating of payment request data base.

b) Division for Rural Development Payments and IPARD

SCOPE:

1. Organizing the implementation and application of agricultural policy measures for rural development and other structural measures and preparation of and implementation of IPARD assistance in Federation of BiH;
2. Participation in the development of procedures and guidelines for submission and processing of requests for support;
3. Participating in the development of regulations and procedures related to the establishment of IPARD payment system;
4. Receiving, recording and processing of requests for payment within the rural development and other structural measures;
5. Approving payment requests and preparation of approval decisions within the competence of the Division;
6. Participation in IPARD payment system development in BiH;
7. Coordinating the activities of the Sector with other parts of IPARD system in BiH;
8. Following up on the implementation of proposed rural development measures and other structural measures;
9. Development of analytical, informative and other materials within the competence of the Division based on the data collected;
10. Establishment, maintenance and updating of the payment request data base.

SCOPE:

1. Defining the field control management process and the rural development and production measure controls within the payments system in agriculture and rural development of the Federation BiH;
2. Preparation of procedures, guidelines, control lists and other documentation required for field controls;
3. Risk analysis and sampling for field controls;
4.  Supervision over administrative control carried out in cantonal bodies
5. Development of time-framed control plans
6. Supervision over field controls carried out by cantonal bodies;
7. Development of reports for each control carried out;
8. Development of periodic reports and analyses on results of controls carried out;
9.  Establishment, maintenance and updating of data base of controls carried out;
10. Preparations for the implementation of field controls within the framework of IPARD system;
11.  Following up and analyzing EU legislation related to controls within the competence of the Division.
