Call to municipalities to participate in the Water Services Modernization Project
The Water Services Modernization Project in Bosnia and Herzegovina is aimed at strengthening the institutional, financial and legal framework and capacity in the field of water services (water supply, sanitation and wastewater treatment) to ensure the sustainability of investments in infrastructure and the quality of water supply services. The project includes a series of activities aimed at enhancing sustainability of investments in water services, increasing the performance efficiency of public utility companies in the Federation of Bosnia and Herzegovina and strengthening the Founders (municipality, town or canton) of the water services utilities (hereinafter: Founders).
The project consists of three components:
Component 1: Modernization of the regulatory and institutional framework for the provision of water services
Component 2: Strengthening Founders in the field of water services provision
Component 3: Capital investment projects
The Founders will directly participate in components 2 and 3, whereby the technical support will be provided through component 2 for the activities that will lead to good or high performance of the sustainability of water services, which is a prerequisite for accessing funds in Component 3 for the investment projects and the investments related to improving the water service provision quality and efficiency.
The funds under the Component 3 will be subject to the conditions established in the Subproject Financing Agreement co-signed by the Founders and the Federation of BiH (Federal Ministry of Finance), and will be used for the following:
- Preparation of technical documentation (feasibility study, environmental impact assessment), drafting of designs/ main projects
- Renewal and rehabilitation, improvement of existing or construction of new facilities in the field of water services (water supply, sanitation and wastewater treatment)
- Measures to increase efficiency, reduce losses, save water and energy
- Measures to improve health conditions for the provision of water services (e.g. replacement of asbestos-cement pipes for water supply);
- Technical assistance and more.
COMPLETING THE QUESTIONNAIRE
The first step towards inclusion in the project is filling out the questionnaire to assess the needs of the Founders applying for participation in the project.
All interested parties can join the project depending on the estimated key performance indicators of the sustainability of water services and the maturity to access investments in capital investment projects. Founders with low and average key performance indicators may opt to participate in the Component 2 of the project aimed at strengthening the institutional framework for the provision of water services.
In order to increase the impact of the entire reform process of modernization of water services, this component will provide technical and financial support to the Founder for all activities aimed at achieving the sustainability of the water service provision.
It will build on the results and priority measures from the developed business plans and will help the Founder to meet the minimum requirements for the Component 3 and gradually improve the performance level of water service provision.
