CONSULTING/SUPERVISION SERVICES FOR PROJECT WORKS
IN THE MUNICIPALITY ČITLUK – FOR THE FOLLOWING WORKS:
Construction of a pressure pipeline from pressure ductile pipes with a nominal diameter of DN500 mm with associated facilities on the pipeline (Lot 1)
Construction of a new water tank “Jelina glavica”, V=2×2000 m³ with water chambers and a valve chamber with shaped pieces and fittings (Lot 2).

Federation of Bosnia and Herzegovina has received financing from the World Bank towards the cost of the Water and sanitation services modernization project in FB&H and intends to apply part of the proceeds to payments for consulting services to be procured under this project.
Federal Ministry of Agriculture, Water Management and Forestry (FMAWMF) and Čitluk Municipality now invite Consulting Companies (here and after “Consultants”) to express their interest in providing the following services: CONSULTING/SUPERVISION SERVICES FOR PROJECT WORKS IN THE MUNICIPALITY ČITLUK as follows:
Construction of a pressure pipeline from pressure ductile pipes with a nominal diameter of DN500 mm with associated facilities on the pipeline (Lot 1)
Construction of a new water tank “Jelina glavica”, V=2×2000 m³ with water chambers and a valve chamber with shaped pieces and fittings (Lot 2).

The shortlisting criteria for Consulting Companies are:
- General Experience: Core business and years in business 30%
- Specific Experience: Qualifications in the field of the assignment 70%
A lump-sum contract will be signed with the successful Consulting Company. Supervision shall be carried out throughout the entire period of execution of the Works, in accordance with the Works Contract. The planned period for the execution of the Works is ten (10) months from the date of the Contractor’s introduction to the Site.
Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected. The experience of sub-consultants will not be taken into account while evaluating the corporate experience of the company. Experience in the projects relevant to the assignment should be submitted in the form uploaded together with the Terms of Reference.
Interested companies shall provide information demonstrating that they have the necessary experience to perform the aforesaid services.
Expressions of Interest should include copies of the following documents:
- Evidence of experience relevant to the activities covered by this assignment, using Form N1.
- Proof of registration in the relevant professional or other appropriate register in the country in which the applicant is registered, or a specific statement or certificate issued by the competent authority confirming the applicant’s right to perform professional activities related to the subject matter of the procurement.
- A list of key staff resources and the applicant’s corporate profile.
- The bidder’s statement, certified by the municipality, competent court, or notary, confirming that, as part of the Technical Proposal, the bidder will submit a valid license/authorization for the execution of works and professional supervision of buildings and interventions in areas under the jurisdiction of the Federation of Bosnia and Herzegovina (FBiH), issued by the Federal Ministry of Physical Planning.
Note: Supporting documents issued in any of the official languages of Bosnia and Herzegovina are acceptable in their original language. Translation of such documents into English is not required.
The Qualifications and Experience of Key Experts will not be evaluated at the shortlisting stage.
Experience in the projects relevant to the assignment should be submitted in the Form N1 on the https://fmpvs.gov.ba/.
The consultants are strongly advised to limit their Expression of Interest to 20 pages. Company brochures may be included as an Annex, and will not be affected by the limit of 20 pages.
Note: The FMAWMF reserves it’s right to verify submitted references and use obtained information for evaluation purposes.
The attention of interested Consultants is drawn to paragraph 3.14 “Conflict of Interest” of the World Bank’s Guidelines: World Bank’s “Procurement Regulations for IPF Borrower”, setting forth the World Bank’s policy on conflict of interest. In addition, please refer to the following specific information on conflict of interest related to this assignment: The consultant shall not receive any remuneration in connection with the assignment except as provided in the contract. The consultant and its affiliates shall not engage in consulting or other activities that conflict with the interest of the client under the contract. The contract shall include provisions limiting future engagement of the consultant for other services resulting from or directly related to the firm’s consulting services in accordance with the requirements of paragraphs 3.16, 3.17 and 3.18 of the Guidelines.
Consultant will be selected in accordance with the procedures set out in World Bank’s Guidelines: World Bank’s “Procurement Regulations for IPF Borrower” “using Consultant’s Qualifications Based Selection (CQS) method.
